WhatsApp Business API Pricing in 2026: How Per-Message Billing Works

Meta charges per delivered template message, by category and country. From 1 October 2026, replies inside the 24-hour window become billable too. Here is how it works and how to keep costs predictable.

Short answer: on the WhatsApp Business Platform (the API), Meta charges per delivered template message, at a rate that depends on the message category and the recipient's country. Replies inside the 24-hour customer service window have been free, but from 1 October 2026 Meta starts charging for service messages and for utility templates sent inside that window, at the same per-market rate as utility messages. Messages sent within a 72-hour window opened by a Click-to-WhatsApp ad stay free.

This guide explains how the billing works today, what changes on 1 October, and how to keep costs predictable. It covers Meta's charges only. The platform you use to send messages, such as Omni, has its own separate subscription.

How WhatsApp API billing works

Since 1 July 2025, Meta has used per-message pricing. It replaced the older model that charged per 24-hour "conversation".

  • You're charged when a template message is delivered. Templates are the pre-approved messages a business uses to start a conversation or to message someone outside the 24-hour window.
  • The price depends on the template category (marketing, utility or authentication) and on the country code of the recipient's phone number.
  • Volume tiers lower the utility and authentication rates as your monthly volume grows. Tiers reset every month and count across all the WhatsApp Business Accounts in your business portfolio.
  • Meta bills the payment method attached to your WhatsApp Business Account, not your messaging platform.

Rates vary a lot by country. A marketing message to India costs a different amount from one to Germany or Brazil. Meta publishes the current rate cards on its WhatsApp pricing page. Check them for the countries you actually message.

The two windows that decide what's free

The 24-hour customer service window

When a customer messages you, a customer service window opens for 24 hours. Until 30 September 2026, free-form replies and utility templates sent inside it are free. From 1 October 2026 both become billable.

After 24 hours with no new message from the customer, you can only reach them with a template, which is charged.

The 72-hour free entry point window

When someone messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button, a free entry point window opens for 72 hours. While it's open, every message you send, templates included, is free. Meta has said this stays unchanged after 1 October.

What changes on 1 October 2026

Meta's documentation confirms two changes from 1 October 2026:

  1. Service messages become billable per message. These are the ordinary replies your agents or chatbot send inside the 24-hour window, and they've been free since November 2024.
  2. Utility templates sent inside the window are no longer free. They've been free since July 2025.

By market, the rate for service messages is the same as for utility and authentication messages.

Two further details come from Meta's official solution partners, not from the Meta page we checked, so confirm them in your own Meta billing settings:

  • A free allowance of 1,000 service messages per business phone number per month, charged from the 1,001st message and reset monthly.
  • A payment method on file by 30 September 2026. Partners report that Meta will stop delivering service messages from 1 October for accounts that don't have one.

Action for this week: open Meta Business Manager → WhatsApp accounts → your account → Payment settings, and make sure a valid payment method is attached to every WhatsApp Business Account you use.

Platform fees vs. Meta fees

Two different bills are involved:

  • Meta's message charges, billed to the payment method on your WhatsApp Business Account.
  • Your messaging platform's subscription, for the inbox, automation, chatbots and team seats.

Omni plans are a flat monthly or yearly price (see pricing). Meta's message charges are billed by Meta to your WhatsApp Business Account on top, and they're the same whichever platform you use.

How to keep WhatsApp costs predictable

  • Pick the right template category. Order and appointment updates belong in Utility, promotions in Marketing. Meta re-categorises templates that don't match their content.
  • Say it in one message, not five. From October every service message is counted. A chatbot that answers with three short bubbles costs three times as much as one clear reply.
  • Use Click-to-WhatsApp ads for acquisition. Conversations they start are free to answer for 72 hours.
  • Only send marketing to people who opted in. Unwanted messages get blocked and reported, which hurts your quality rating as well as wasting money.
  • Watch your volume. Busy months can unlock lower utility and authentication rates through volume tiers.
