Meta rejects a WhatsApp template when its format or content breaks the rules. Most rejections come from a few simple mistakes: a message that starts or ends with a variable, a promotional message filed as "Utility", or so many placeholders that the message is unclear.
Fix those and your template has a much better chance of passing its first review, which Meta says can take up to 24 hours.

What is a WhatsApp message template?
A template is a message Meta approves in advance. You need one whenever you message a customer first, or reply more than 24 hours after their last message.
Inside that 24-hour window you can send normal free-form replies. Outside it, only approved templates go through. That's why every business on the WhatsApp Business Platform (the API) needs a few good templates: order updates, appointment reminders, and so on.

Which category should you choose?
Pick the category that matches what the message does, not the cheapest one. Meta defines three categories in its template categorization rules:

Two things catch people out:
- Mixing utility and marketing makes it marketing. Meta's rules say a message with both, such as an order update with a promo code, is classed as marketing.
- Meta can change the category after approval. It regularly re-checks approved templates and moves them if the content doesn't match. You get a notice by email, webhook and in WhatsApp Manager, but businesses that repeatedly mislabel templates can lose the one-day advance notice.

Why is my WhatsApp template rejected?
These are the most common reasons a WhatsApp template is rejected. Meta's template review guide lists the common reasons. In plain words:
- The message starts or ends with a variable. "{{1}}, your order is ready" or "Your code is {{1}}" can be rejected. Add words around it: "Hi {{1}}, your order is ready."
- Variables are out of order or broken. Use {{1}}, {{2}}, {{3}} in sequence, with matching curly braces. Skipping numbers ({{1}}, {{2}}, {{5}}) causes rejection.
- Special characters inside variables. Symbols like #, $ or % inside the braces aren't allowed.
- Too many variables for the length. A short message that is mostly placeholders ("{{1}} {{2}} {{3}}") tells Meta nothing about what you'll send. Write real sentences.
- Policy problems. Content that breaks WhatsApp's Commerce or Business policies, or asks for sensitive details such as full card numbers or ID numbers.
- Threatening or abusive wording, for example threatening legal action over a late payment.
- Too long. The body is limited to 1,024 characters (details below).
- A duplicate of the wording in one of your existing templates.
Template limits to know before you write

How many templates you can have depends on verification: 250 per WhatsApp Business Account for an unverified business, and up to 6,000 once your business is verified and your display name is approved.
How to get a WhatsApp template approved (guidelines)
Follow these steps to give your template the best chance on the first review:
- Write the message a customer would want to receive. Say who you are, what happened and what to do next.
- Add variables only for what really changes (name, order number, date). Keep them in the middle of sentences.
- Add a sample value for every variable. Meta reviews your samples, so use realistic ones: "Priya", "#48213", "12 October".
- Pick the honest category. If there's any offer or nudge to buy, it's marketing.
- Use buttons instead of long links where you can, for example "Track order" or "Reschedule".
- Submit, and check the status. In Omni, click Sync on the Templates page to pull the latest status from Meta.

Each one starts and ends with plain words, uses variables in order, and says clearly what the message is about.
What to do if your template is rejected (edit or request a review)
- Read the reason. Rejection reasons appear in WhatsApp Manager and Business Support Home.
- Fix and resubmit. Most fixes take a minute: move a variable, change the category, remove a sensitive request.
- Request a review if you think Meta got it wrong. You can appeal the decision with a sample of the message. Meta says appeals are reviewed within 24 hours.
Avoid submitting the same rejected text again and again. Change what the rejection reason points to.
Keep approved templates healthy
Approval isn't the end. Meta watches how customers react to each template and gives it a quality rating. If many people block or report it, or few read it, the rating drops.
A low-quality template can be paused: Meta's pausing rules pause it for 3 hours the first time, 6 hours the second time, and disable it the third time.
To stay healthy:
- Send templates only to people who opted in to hear from you.
- Keep marketing messages relevant and not too frequent.
- Make it easy to opt out, and respect it.
- Watch delivery and read rates in campaign reports.
